It breaks my heart that people will breed dogs that have this problem because the pups coming from them are sure to have it. Sadly because his hips have started wearing this young, he won't have a long and healthy life free of pain unless you do opt for surgery. I wouldn’t put him down until he seems to be in pain. Also google a Dr. Belfield in California he did extensive research on dysplasia in Shepard's. He found the disease to be closely related to a human disease called scurvy and recommends Vitamin C. You might want a consult with a specialist who is trained in orthopedic surgery, and has a great deal of experience with hip dysplasia, and in taking and evaluating hip radiographs, before you make your decision. If the puppy's dysplasia is truly severe enough to merit surgery, then yes, it will be painful and disabling to him as time goes on if you chose not to have the surgery for him.
